treasurer's handbook

I.  Treasurer of the Association

The term of the Treasurer is for three years; and shall be eligible for re-appointment by the Council for additional three-year terms.

The Treasurer of the Association shall:

1.  start their term in office at the close of the first meeting of Council at the Annual Meeting of the Association. (C. A.IV. Section 13.)

2.  be responsible for maintaining and continually updating the data bank of the Association, which includes a record of the membership, their dues and registration payments, contributions to the Endowment Fund, U.S. post addresses
and email addresses.

3.  receives and deposits checks in the checking account of the Association.

4.  when needed, provide the Executive Director, the Secretary, and other officers with information on the membership, including address labels (either printed or electronic), and email addresses.

5.  present an annual report to the Executive Director.

6.  present a report to Council at the annual meeting.

7.  maintain close and continuing communication with the Executive Director.

8.  end their term in office at the close of the first meeting of Council at the Annual Meeting of the Association.  (C. A.IV. Section 13.)

I.  Secretary of the Association

I.  Executive Director of the Association

The term of the Executive Director is for three years; and shall be eligible for re-appointment by the Council for additional three-year terms.

The Executive Director of the Association shall:

  1. start their term in office at the close of the first meeting of Council at the Annual Meeting of the Association.  (C. A.IV. Section 13.)
  2. serve as a member of Council, the governing body of the Association. (C. A.IV. Section 2.)
  3. with the President, implement Council policy.
  4. be the administrative officer of the Association. (C. A.IV. Section 8.)
  5. maintain and run the central office of the Association.
  6. be responsible for the principal correspondence of the organization. (C. A.IV. Section 8.)
  7. record the transactions of the Association and of Council. (C. A.IV. Section 8.)
  8. receive and have custody of the funds of the Association, discharge its obligations and maintain its accounts. (C. A.IV. Section 8.)
  9. be responsible for the preparation of the annual budget for the Association and the submission thereof for the approval of the Council. (C. A.IV. Section 8.)
  10. be responsible for the budget and financial accounts of the Association.
  11. provide a membership report and financial report at the annual business sessions of the Annual Meeting.  (B. A.VI. Section 3.)
  12. meet with the Audit Committee to review the financial accounts of the Association.
  13. with approval of Council, sign contracts on behalf of the Association. (C. A.IV. Section 3.c.)
  14. work closely with all committees of the Association  (C. A.IV. Section 8.)
  15. work with the Membership Committee to maintain and recruit new members.
  16. with the Program Committee and the President, have the major responsibility for the Annual meeting; including on-site registration, the final program, hotel negotiations, receptions, AV requests, accounts, and other details that are necessary for a successful Annual Meeting of the Association.
  17. negotiate hotel contracts for the Annual Meeting.
  18. as soon as practical after the Annual Meeting, place in the hands of the Nominations Committee a list of those who have occupied all offices of the Association since its founding and a list of the paid up membership eligible to hold office.  (B. A.V. Section 1.(a))
  19. as instructed by the Nominations Committee, prepare a ballot listing these nominees and leaving one blank space under each position for additional write-in nominations by the membership. (B. A.V. Section 1.(b))
  20. along with the President, receive notification of election results from the Chair of the Nominations Committee.  (B. A.V. Section 1.(e))
  21. hold originals of all elections material (ballots cast, copies of pertinent data, records and report of the Nominations Committee) for a  period of at least eighteen months.  (B. A.V. Section 1.(e))
  22. record the results of the mail ballot and all other voting by the Association
    (B. A.V. Section 2.)
  23. announce the newly elected Officers to the membership by a general mailing prior to the Annual Meeting. (B. A.V. Section 2.)
  24. edit and publish the PSA Newsletter, The Pacific Sociologist.
  25. be responsible for maintaining the PSA archive and periodically sending materials for inclusion in the archive to the archivist at the library of California State University, Sacramento (where the PSA archive is located).
  26. be responsible for bringing the association’s written history up to date at the end of every year.
  27. if needed, and with approval of Council, appoint a Secretary and/or Treasurer. (C. A.IV. Section 8.)
  28. specify the specific duties and obligations of the appointed Secretary and/or Treasurer.
  29. answer inquiries from members and non-members about the Association.
  30. perform such other duties as Council may assign. (C. A.IV. Section 8.)
  31. at the close of their term, remain in office until after the Annual Meeting until accounts of the Association have been audited and transferred to the new Executive Director.(C. A.IV. Section 8.)

III.  Past Executive Officer of the Association

The Past Executive Officer of the Association shall:

  1. serve as a member of Council for one year beyond his or her term in office.

I.  Council Members

There shall be six Members of the Council, elected at-large from the entire voting membership of the Association.  However, each Division (Northern, Central and Southern) shall be represented by two of the six at-large Council members at all times.

The term of office for the six at-large Council members shall be two years, with three retiring and three elected each year (one from each Division).

Council Members of the Association shall:

  1. start their term in office at the close of the first meeting of Council at the Annual Meeting of the Association.  (C. A.IV. Section 13.)
  2. be responsible for formulation of policy and general direction of the Association. (C. A.IV. Section 10.)
  3. have the authority to interpret the Constitution and By-Laws of the Association.  (C. A.IV. Section 10.)
  4. meet twice annually at the time of the Annual Meeting of the Association.
    (C. A.IV. Section 11.) At the first annual meeting of Council, incoming Officers shall be invited to attend as observers and may participate in discussion upon recognition by the chair, but shall not be voting members. At the second meeting of Council, retiring Officers shall be invited to attend as observers and may participate in discussion upon recognition by the chair, but shall not be voting members.

  5. when necessary, participate in the business of the Council by phone and/or email.
  6. in the event of death, resignation, absence, or inability to serve of any Officer other than the President, President-Elect, or Past-President, appoint a member of the Association to assume the duties of that office until the office can be filled at a regular election or until the Officer is able to re-assume duties of that office. (C. A.IV. Section 12.).
  7. when necessary, appoint the Executive Director of the Association.
    (C. A.IV. Section 8.)
  8. appoint the editor of SOCIOLOGICAL PERSPECTIVES and the editor of the PACIFIC SOCIOLOGIST.  (C. A.V. Section 2.)
  9. ratify policies for all publications of the Association, as formulated by The Publications Committee.  (C. A.IV. Section 1.)
  10. receive reports and recommendations from Officers and Committees of the Association, and make decisions regarding approval of those reports and recommendations.
  11. review, modify, and act on recommendations for committee appointments from the Committee on Committees at its first meeting of the Annual Meeting of the Association.   (C. A.V. Section 3.)
  12. end their term in office at the close of the first meeting of Council at the Annual Meeting of the Association. (C. A.IV. Section 13.)

I.  Vice President of the Association

The term of the Vice-President is for three years; during year one (the year prior to the term as Vice-President) he or she serves as Vice-President-Elect; during year two he or she serves as Vice-President; and year three (the year after the term as Vice-President) he or she serves as Past Vice-President of the Association.

The Vice-President of the Association shall:

  1. start their term in office at the close of the first meeting of Council at the Annual Meeting of the Association.  (C. A.IV. Section 13.)
  2. serve as a member of Council, the governing body of the Association.

  3. assist the President in planning the program for the Annual Meeting.
    (C. A.IV. Section 7.)
  4. serve on the Program Committee for the Annual Meeting.
  5. not be eligible for re-election to the office of Vice-President-Elect.

  6. end their term in office at the close of the first meeting of Council at the Annual Meeting of the Association. (C. A.IV. Section 13.)

The Vice-President of the Association may:

  1. serve as chair of the Program Committee for the Annual Meeting, as negotiated while Vice-President with the President-Elect.

II.  Vice-President-Elect of the Association

The Vice-President-Elect of the Association shall:

  1. start their term in office at the close of the first meeting of Council at the Annual Meeting of the Association. (C. A.IV. Section 13.)
  2. be elected for a term of one year, after which year, shall become Vice- President of the Association.  (C. A.IV. Section 4.)
  3. serve as a member of Council. (C. A.IV. Section 2.)
  4. in the event of death, resignation, absence or inability to serve of the President- Elect, shall become the President-Elect of the Association.  (C. A.IV. Section 4.)
  5. in the event of death, resignation, absence or inability to serve of the President and President-Elect, shall become the President of the Association.  (C. A.IV. Section 4.)
  6. end their term in office at the close of the first meeting of Council at the Annual Meeting of the Association. (C. A.IV. Section 13.)

III.  Past Vice-President of the Association

The Past Vice-President of the Association shall:

  1. start their term in office at the close of the first meeting of Council at the Annual Meeting of the Association. (C. A.IV. Section 13.)
  2. serve as a member of Council. (C. A.IV. Section 2.)
  3. serve as chair, ex officio, of the Committee on Committees.

I.  President of the Association

  8. select the theme of the Annual meeting.
  9. appoint the Program Chair and the Program Committee for the Annual Meeting.
  10. at his or her discretion, arrange a program of papers and discussions at the Annual Meeting – the Presidential Sessions..  (B. A.VI. Section 2.)
  11. gives the annual Presidential Address at the Annual meeting and provides the editors of Sociological Perspectives with a copy of the address for publication.
  12. if the Executive Director is unable, and with approval of Council, sign contracts on behalf of the organization. (C. A.IV. Section 3.c.)
  13. along with the Executive Director, receive notification of election results from the Chair of the Nominations Committee.  (B. A.V. Section 1.(e))

The President of the Association may:

  1. when Council is not in session, make decisions and take such actions on behalf of the Association in the absence of prior existing policy, provided that such decisions are subject to ratification by Council at its next meeting; the President shall normally consult with Council prior to taking such actions. (C. A.IV. Section 3.)
  2. appoint a member of the association to complete an unexpired term of an appointed or elected member of any committee, in the event of death, resignation, prolonged absence or inability to serve of that appointed or elected committee member. (C. A.IV. Section 3.b.)
  3. with approval of Council, appoint Ad Hoc Committees to serve during his or her term of office.  (C. A.VI. Section 5.)
  4. with the approval of a majority of Council, change the time and place of the Annual Meeting.  (B. A.VI. Section 1.)
  5. in the event of emergency, and with the approval of Council, dispense with the Annual meeting or with the normal rotation among the Divisions. (C. A.VIII. Section 1.)


II.  President-Elect of the Association

The President-Elect of the Association shall:

  1. start their term in office at the close of the first meeting of Council at the Annual Meeting of the Association. (C. A.IV. Section 13.)
  2. be elected for a term of one year, after which year, shall become President of the Association. (C. A.IV. Section 4.)
  3. serve as a member of Council. (C. A.IV. Section 2.)
  4. serve as a chair of the Meeting Site Selection Committee (B. A.IV. Section 4.)
  5. consults with the Meeting Site Selection Committee on a city and hotel for the Annual Meeting at which he or she will be President.
  6. end their term in office at the close of the first meeting of Council at the Annual Meeting of the Association. (C. A.IV. Section 13.)
  7. in the event of death, resignation, absence or inability to serve of the President, become the President of the Association.

III.  Past-President of the Association

The Past-President of the Association shall:

  1. start their term in office at the close of the first meeting of Council at the Annual Meeting of the Association. (C. A.IV. Section 13.)
  2. serve as a member of Council. (C. A.IV. Section 2.)
  3. serve as chair, ex officio, of the Nominations Committee. (C. A.IV. Section 5.)
  4. as chair of the Nominations Committee, receive and count ballots from elections of the Association. (B. A.V. Section 1.(c))
  5. as chair of the Nominations Committee, notify the President and Executive Director of the election results of the Association.  (B. A.V. Section 1.(e))
  6. be responsible for expressing, in appropriate ways, the appreciation of the Association to home institutions of Annual Meeting participants and to home institutions of others who have served the Association in important ways during the preceding year. (C. A.IV. Section 5.)
